PURPOSE:To prevent the wear of a discharging lever and the stir-up of dust by making an electromagnet a non-exciting condition and lifting up said discharging lever with a support spring when a conveying vehicle is traveling in a factory, while on the other hand, exciting said electromagnet and bringing said discharging lever into contact with a traveling surface when said conveying vehicle is stopping. CONSTITUTION:When a travel command is issued by a control unit 12 and an electromagnetic switch is excited, its always opening contact 13a is turned on, a travel driving circuit 14 is energized, and a conveying vehicle 1 starts traveling. At the same time, an always closing contact 13b is turned off, making an electromagnetic control circuit 15 deenergized, separating a discharging lever 8 from a traveling surface 4 by the action of a support spring 10 and a permanent magnet 9. On the other hand, when a travel stop command is issued, the contact 13a is turned off stopping the travel of the conveying vehicle 1. At the same time, the contact 13b is turned on, the electromagnetic control circuit 15 is energized, and an electromagnet 11 is excited. Thereupon, the discharging lever 8 is depressed, its end part 8b is brought into contact with the traveling surface 4, and a static electricity which has been charged in the conveying vehicle 1 is discharged to the traveling surface.
