CONSTITUTION:Time t2 being near the time when a power source is applied to a terminal side equipment and it becomes operable is set, and it becomes a power-on monitoring time t2. A central processing 1 executes the request or power-on to the terminal side equipment, and confirms whether an immediate response exists or not. If the response is received, a terminal monitoring time t1 is set, and unless the response is received, the terminal monitoring time t2 is set. If the response is received within the monitoring time t2, the terminal monitoring time t1 is set.
