PURPOSE:The titled covering material, obtained by blending specific amounts of aluminum hydroxide and/or a magnesium metal salt and zinc borate, etc., with rubber to be a base for a floor covering material made thereof and emitting a small amount of smoke in a burned or smoked state. CONSTITUTION:A floor covering material, made of rubber, obtained by blending 100pts.wt. rubber, e.g. natural or synthetic rubber, with (A) >=40pts.wt. aluminum hydroxide, (B) >=10pts.wt. metal salt selected from calcium carbonate, magnesium carbonate, magnesium oxide, calcium hydroxide and magnesium hydroxide and (C) >=3pts.wt. one or more selected from zinc borate, antimony trioxide and antimony pentoxide and having improved both flame retardancy and low smoking property without deteriorating function of scratching resistance, etc., required for the above-mentioned covering material.
