PURPOSE:To enable the calculation of an inflow amount nearer to an actual state, by correcting the inflow amount of water to a reservoir on the upstream conversion inflow amount calculated from the flow amount of an upstream river. CONSTITUTION:The water level data (a) of a reservoir is calculated by a reservoir water level meter 1 and a water level smoothing circuit 3 and the discharge flow amount data (c) from the reservoir is calculated on the basis of the opening degree data (b) of an opening degree gauge 2 and the water level data (a) by a discharge amount calculation circuit 4. The inflow amount Q1 of water is calculated on the basis of the data (a), (c) by an inflow amount calculation circuit 5. The river flow amount data (e) of all of rivers is calculated on the basis of the river water level data (d) calculated by the river water level meter 6 provided to one river in the upstream side of the reservoir by a river flow amount calculation circuit 7 and the upstream conversion inflow amount Qik of inflow water of all of rivers is calculated on the basis of the data (e) by an upstream conversion inflow amount calculation circuit 8. The variation part of the inflow amount Qi of water to the reservoir is corrected by an inflow amount correction circuit 9 so as to received in a range from the upper limit boundary value of the inflow amount Qik to the lower limit boundary value thereof and a corrected inflow amount Qi is calculated as the inflow amount of water to the reservoir.
