PURPOSE:To obtain an object signal by using an output signal from a subtraction means as a signal contributing to the generation of a noise component in a synchronizing adaptive means so as to subtract the noise component generated by the synchronizing adaptive means from an object signal. CONSTITUTION:The titled device is provided with an average level extracting means 2 extracting an average level of an object signal d(t), an increasing/ decreasing degree detection means 3 detecting the degree of increase/decrease in a DC level of the object signal based on the object signal d(t), a DC level decision means 4 deciding the DC level dt of the object signal d(t) based on the average level dm of the object signal and the degree of increase/decrease dd of the DC level and a subtraction means 5 subtracting the DC level dd decided by the DC level decision means 4 at that point of time from the object signal e(t) obtained when the means 1 generates the noise component. Then an output signal from the subtraction means 5 is used as a signal generating a noise component y(t) at the synchronizing adaptive means 1. Thus, a signal close to a true signal extracting the periodic noise from the object signal is obtained.
