PURPOSE:To perform debugging on a basis of data equivalent to that of an online system by transferring contents of a table of the online system to an offline system and performing processings of a plant which is not actually connected as if this plant were connected. CONSTITUTION:States of plants in a plant state table 8a of a computer 1a of the online system are saved on a disc 4a by a test environment generation processing 5a and are dumped on a floppy disc 2a or a magnetic tape and are loaded to a disc 4 of a computer 1 of the offline system. An offline test flag is provided in a plant state information management table, and the normal processing is performed if this flag is not set. If this flag is set, a plant state reporting plant file retrieval processing for test is performed, and plant states are switched to connection states, and indexes which are used to refer to data of pertinent plants in the plant state table by a file retrieval processing are generated in the plant state information table.
