PURPOSE:To raise the surface of a working liquid by static electricity pumping and increase the range of boiling in order to increase the amount of heat transfer in a heat transfer tube by providing an electrode in the heat transfer tube of a heat recovery section and providing a static electric field between the electrode and the heat transfer tube. CONSTITUTION:An cylindrical electrode 120a in a heat transfer tube 204 is held by a spacer 121 of an insulation body with a specified distance from the pipe wall of the heat transfer tube 204 maintained, and its lower section is submerged in a working liquid. The electrode 120a is connected to a D.C. electric power source 122. Because a static electric field is formed between the electrode 120 and the pipe wall, the working liquid surface in the heat transfer tube is raised by its electrostatic pumping action. The range of boiling in the heat transfer tube in the heat recovery section can be thereby increased and the heat transfer quantity per one heat transfer tube can be increased. And if the voltage applied to the electrode is controlled, it is possible to control the amount of heat exchanging.
