PURPOSE:To decrease remarkably a control quantity required for changeover control of a channel during communication and to simplify the constitution required for the realization of a control function by classifying a mobile station into plural kinds in a mobile communication system and deciding an MBS (base station being an object of selective changeover in response to the kinds. CONSTITUTION:An MCS (radio line control station) applies 'decision of kind of mobile station' in response to the reception of an SLd signal (level decrease signal) from the MBS during the communication and sends an SLsr signal (level supervisory state request signal) to all surrounding MBSed when the kind singnifies 'most important', and sends the signal SLsr to each limited MBS at the surrounding when the kind signifies 'inportant' and sends the signal SLsr at least to each MBS at the surrounding when the kind is discriminated to be 'in general'. After the level is compared according to the reception of an SLs signal (level supervisory signal) in response to the request, an MBS to be switched in selected. In the decision of the kind of the mobile station, mobile stations are classified into three kinds depending on the content of communication from subscribers and the decision is in accordance with a kind code representing the kind added at the call from an AMS (automobile telephone exchange station) 1 of the mobile stations.
