PURPOSE:To send surely a data even at a low C/N being close to a service limit by sending plural same packets, taking majority decision at every bit of the received packet and then applying an error correction. CONSTITUTION:A scramble PN initial value load timing signal sent at every second, for example, is used as a trigger for the start of packet continuous transmission so as to sends the same packet consecutively, e.g., for five times when the transmission of a scramble timing signal is sent. The scramble timing signal is received at the reception side, the five packets are fetched consecutiely, the majority decision is taken at every bit, the error correction is applied to receive a data signal. In this case, since the timing sending the packets continuously depends on the sending timing of the scramble timing signal, the frame synchronization of a voice channel is taken and the scramble timing signal is received, then all sent packets are acquired at the reception side without using a header or the like especially.
