PURPOSE:To obtain the titled ion exchange membrane excellent in mechanical strength and electrolytic performance, by impregnating a specified support with a fluorine-containing vinyl compound containing (a functional group convertible into) an ion exchange group and a fluorine-containing divinyl compound and polymerizing the monomers. CONSTITUTION:A support (A) is obtained by laminating at least one fabric selected from among woven, knitted and nonwoven fabrics (e.g., plain weave of tetrafluoroethylene) with a porous membrane which is in the form of a sheet having a pore diameter of 0.001-20mu, a porosity of 10-98% and a thickness of 10-500mu. Separately, a mixture (B) is obtained by mixing a monomer mixture of 30wt% or above fluorine-containing divinyl compound with a fluorine- containing vinyl compound having (a functional group convertible into) an ion exchange group with 0.1-10wt%, based on monomer, polymerization initiator and, optionally, a solvent, a polymer and a fine powder. Component B is infiltrated into component A and polymerized at -10-150 deg.C and a pressure of -70 mmHg-20kg/cm<2> in the presence of an inert gas.
