PURPOSE:To reduce the weight of a cutter, facilitate mounting and removing, and prevent the breakage of a cutter edge and accident by embedding plural steel cutter plates in one end part inside a highly strong resin body and fixing a mounting metal member on the center of the other end. CONSTITUTION:Four steel plate type cutter plates 2 are radially placed at a space of 90 deg., and the side parts 2A, 2B of each of the cutter plates 2 are mated with the engaging grooves 9, 8 of a cylindrical sleeve 4 having a flange part 5 which is a mounting metal member to a miller, and a cylindrical reinforcing ring 6, respectively, thereby, interposedly reinforcing and fixing them. This assembly is fitted in a metal mold, and with its opening being closed by this metal mold, injection molding is carried out with GFRP, etc. to form a body 1. A tip mounting seat 3 is provided on the cutter plate 2 and a tip is fixed to the seat 3. Thereby, a cutter which is light and easy to mount on and remove form a miller, can be obtained, preventing the breakage of a tip and danger due to dropping, while enabling manufacture at a low cost. Also, by painting an FRP in a required color, the types and weight of cutters can be easily distinguished.
