PURPOSE:To keep a driver feeling at ease so as not to fasten a seat belt even if a door is closed by prohibiting the seat belt from being fastened when an ignition switch is placed to an accessary position. CONSTITUTION:A NAND gate NA1 is de-energized by actuating an ignition switch 3 to an accessary position ACC. Then if a door switch is turned off with a door closed, a NAND gage NA2 is energized. Furthermore, as a limit switch at the rear end of a seat belt is off with the seat belt 6 fastened, an AND gate A1 is de-energized and an AND gate A2 is energized. And each of relay contacts ry1 and ry2 is placed to a terminal side ro and to a S1 side respectively with a transistor Tr turned off, with a transistor Tr2 turned on, with a relay coil Ry1 not excited, and with a relay coil Ry2 excited. Accordingly, as a motor 11 is rotated reversely by current in the direction of Y, the seat belt can be made loose.
