PURPOSE:To reduce power consumption to a large extent, in an electrolytic cell, by providing a stirrer under a large number of electrode plates arranged in parallel so as to generate a downward stream in a raw liquid under stirring. CONSTITUTION:A large number of electrode plates 2 are vertically provided in an electrolytic cell 1 and a stirrer 3 is provided under the electrode plates 2. A part of the raw liquid in the electrolytic cell 1 is supplied to a toilet 5 by the supply pipe 1 branched from a discharge pipe 6 of the treated raw liquid provided to the bottom part of the electrolytic cell 1. When a current is supplied to the electrode plates 2, the fine floc or dissolved substance in the raw liquid contacted with the electrode plates 1 is electrolyzed at the surface parts of said electrode plates 1 to be modified to hydrophobic floc. A the same time, the whole of the raw liquid in the electrolytic cell is stirred and recirculated by the scattered raw liquid sent by the operating stirrer 3 and an operating pump 8.
