PURPOSE:To speed up the processing by providing a scanning means, a counter means, a detection means and a decision means. CONSTITUTION:An ALL '1' detection section 3 decides whether a data read in parallel by 32-bit each in a longitudinal direction orthogonal to the lateral direction from an image memory is all '1' or not and an ALL '0' detection section 4 detects whether or not a parallel data in longitudinal 32-bit is all '0' similarly. A lateral 16-bit parallel coding section 5 converts 16-point of data outputted from the detection sections 3, 4 in parallel and outputs the result. The output data is inputted to a bit count section 16, where whether of not a point satisfying the required condition among them, that is, a document image in the longitudinal direction at a specific bit location in the lateral direction consists of black level bits only and how many points consisting of black level bits only exist in them are counted. A decision section 8 receives an output of a count section 6 and an AND gate 7 and decides whether or not a character frame exists. Thus, high speed processing is attained.
