PURPOSE:To reduce the production cost of a controller by mutually connecting both the ports of a reciprocating actuator through poppet valves on a meter-in side whose opening motions are controlled by a pilot valve. CONSTITUTION:A first and a second hydraulic pump 6a, 6b are connected to each of the flowing in circuits 2a, 2b, 3a, 3b of an actuator I through poppet valves on a meter-in side 4a, 4b, 5a, 5b, and a drain circuit is connected to each of drain circuits 2c, 3c through poppet valves 7a, 7b on a meter-out side. Consequently, the installation of the only two poppet valves 7a, 7b on the meter- out side can attain the purpose of a controller as in the case where one pump is used. Thus, a hydraulic controller can be composed of the fewest poppet valves to reduce its production cost.
