PURPOSE:To discriminate earlier whether an error is an error when a system control circuit is in operation or an error after the control is transferred to the program by using a difference between the operation end number of times of the system control circuit and the number of times of start of the system control circuit at system error. CONSTITUTION:The system control circuit 300 is started by a timer 100a or a start circuit 100b from an external device at generation of system error. When the operation of the system control circuit 300 is finished, the execution of the program is started and an operation end counter 600 is started. When a system error cause is not located by the 1st operation of the system control circuit 300 but the system is restarted, the operation end counter 600 is stepped similarly. If an error cause exists during the operation of the system control circuit, the counter 600 is not stepped. Thus, whether an error is an error when the system control circuit 300 or an error after the control is transferred is discriminated earlier depending on the difference between the count of the start counter 500 advanced at each start and the count of the operation end counter 600.
