PURPOSE:To obtain a conversion characteristic coinciding with the characteristic of a body to be measured, by providing a reference setting device and providing a variable reference value to a standard reference value. CONSTITUTION:A given standard content is setup beforehand by a reference value setting device 3. This content always holds a first given standard unless said content is arbitrarily altered. A computing element 4 processes data, obtained by converting the synchronous angle transmitted from a synchronous electric apparatus by a synchronous digital converter 2, on the basis of the content of the reference value setting device 3 and outputs the processed result. As mentioned above, by applying correction to the output value of the synchronous digital converter 2 on the basis of the content of the reference value setting device 3 of which the standard content is variable, the conversion characteristic most closely coinciding with the characteristic of a body to be measured is obtained.
