PURPOSE:To easily grasp a processing flow by providing a Japanese file for making program instructions correspond to a data dictionary to refer files and the names of items. CONSTITUTION:The titled system has the data dictionary consisting of files and the names of items and the Japanese file making program instructions correspond to Japanese characters. A central processor 3 reads a program for forming a program document from a file, analyzes the names of items in the file and instructions and refers the data dictionary 9 and the Japanese file 10 on the basis of the analyzed results to select their corresponding Japanese. Said processing is repeated for all the items and instructions constituting the program to edit the program document, which is outputted to a recording medium 5 by an output device 4.
