PURPOSE:To process the programming of other processor module from a specific processor group and the rewrite of control information between system definitions while using a packet as well as the data exchange control by transmitting and receiving a packet having a prescribed format between a high hierarchy processor module CCP and a low hierarchy processor module LCP. CONSTITUTION:The module LCP processes a frame level basically and the module CCP processing the processing of a packet level similarly as the data exchange of a conventional hierarchy type decentralized control system in the data exchange processing. However, in order that the module LPC applies the processing of a high hierarchy processor unifiedly, a user data is given to the 3rd section S3, a takeover data of an application program is located in the 2nd section S2 and a takeover data of an application program is located in the 1st section S1 and they are sent as one packet in the transmission of information from the module LPC to the module CCP. The packet constitution is constituted constantly among all high hierarchy and low hierarchy processors.
