PURPOSE:To exert approximately specified tension on a web material and to prevent the occurrence of meandering due to slack, by a method wherein a preliminary delivery roll is continuously rotated at a speed about similar to an optimum reference speed. CONSTITUTION:When an intermittent delivery amount of an intermittent delivery roll 7 is decreased over a preliminary delivery amount of a preliminary delivery roll 3 and a dancer roll 4 is lowered to a lower limit position, a variable speed motor 9 is switched to a low speed by means of a speed control circuit 10. Thereby, the preliminary delivery roll 3 is continuously rotated at a 2-stage speed of a high and a low speed matching the operating speed of a main machine, and as a result, the preliminary delivery roll 3 can be continuously rotated at a high speed or a low speed about similar to an optimum speed at a present point of time. Without rotating the preliminary delivery roll 3 at a speed higher or lower than necessary, and coupled with continuous rotation, too-forward phenomenon of a web material 1 and jumping phenomenon of the dancer roll 4 are prevented from occurring.
