PURPOSE:To eliminate the effect of uncovered background and to attain high compression by using a background memory. CONSTITUTION:The output of a blocking circuit 2 is inputted to a standstill discrimination circuit 3 and whether or not picture elements belonging to a different frame are coincident is checked. Further, an encoder block 7 checks the dynamic range, the adapted quantization is supplied and the result is compared with a picture element data in the background memory 4 by a comparator 6 and whether or not they are coincident in the unit of blocks and picture elements is checked. When the decision circuit 3 detects that the coincidence between different frames and the data is not coincident with a data SB of the background memory 4, an AND gate 12 supplies a revision code SR to write an input picture element in the background memory 4. A framing circuit 9 sends the revision code SR, a background code SB, a quantized width DELTA, a representative minimum level L0, and a coding code DT. The reception side restores the original picture from the codes.
