PURPOSE:To equalize a potential gradient still more and make any damage checkable, by embedding an electric conductor layer in the inner part of a ceramic insulating cylinder being set up between electrodes given different potential each, at intervals with one another along the axial direction. CONSTITUTION:Ceramic insulating cylinders 31 and 32 use such one where plural electric conductor layers 33, 33... and 34, 34... at the specified intervals along the axial direction, extending over the whole circumference of the inside. These conductor layers are embedded over the whole circumference of each ceramic cylinder. When voltage is impressed between electrode terminals, equivalent condensers C and C holding a ceramic material or a dielectric in between are formed between these conductor layers embedded in the ceramic inside. Therefore, inside the ceramic insulating cylinder, the impressed voltage is divided by plural equivalent condensers C, whereby almost equal potential gradient distribution is produced in the axial direction. Therefore, an equipotential lie is improved to be almost equal distribution along the axial direction at a part of the ceramic insulating cylinder, so that partial strong field concentration is relieved. Thus, discharge and damage to the ceramic insulating cylinder are checked.
