PURPOSE:To make it possible to prevent a hot heated waste fluid from being generated, use the same in a recycling manner, and reduce the consumption of the quantity of cooling water by spray-injecting water to a radiator and cooling hot waste water within the radiator and diffusing vapor being generated. CONSTITUTION:Pure water is supplied to a radiator 8 via a suction pipe 14 and a pure water filled pipeline 19, and is filled in a water resistor B. After closing a pure water filled pipeline 19 by changeover valves 28 and 29, filled water is circulated within a cooling and circulating pipeline 21 by operating an electrode water pump 20. A spray pump 24 is also actuated and water is sucked up by a suction pipe 14 and spray-injected to the radiator 8 via a spray pipe 9. A fan motor 30 is also actuated, and blasting is carried out from the radiator back surface side. While passing through the water resistor B, water consumes power as a resistance, and is sent to the radiator 8 in the form of hot water, cooled by water spray injected and an air flow, and again supplied to the water resistor B. Spray injected water robs heat of hot water while passing through the radiator, and evaporates and is blown upward of an electrode water cooling processing device A along a guide plate of a gallery 11 disposed on the front surface of the radiator 8, and is diffused.
