PURPOSE:To enable a mass production with a fully automatic production machine, by sealing a stem with an exhaust pipe and a ring form electrode, and another stem with the other electrode, at the both ends of a double tube. CONSTITUTION:At one end of a double tube structure, a stem 10 with a ring form electrode 8 and an exhaust pipe 9 is welded to the ends of an inner tube 1 and an outer tube 3 by a glass soldering or the like in a high frequency heating, while at the opposite end, a stem 12 with another electrode 11 is welded in the same manner. Then, after exhausting the air in the both tubes through the exhaust pipe 9, several mmHg of mercury and argon, or several torr of mixed gas of neon and argon is enclosed. In this case, by coating a reflecting film 13 such as an aluminum coating over the inner surface of the inner tube 1, the luminous flux is much increased and the radiation starting voltage is reduced, satisfying two requirements to reduce the voltage and to light the lamp.
