PURPOSE:To compress a picture and to prevent information from being lost and to easily see the picture by using an algorithm for compressing to one picture element of black if there is only one picture element of black in a matrix of mXn. CONSTITUTION:An original picture is read by a reader IR1, converted into dot information of black and white, accumulated every n lines by a picture signal compressor C2 and converted into one dot according to the algorithm for compressing the matrix of nXn to the one picture element of black. Further, it is MR encoded and accumulated in a file F9 of a COM4 through a node device No3o. Then, the data to the effect that there is a message to a telephone set TEL7 is fed to a telephone exchange EX6 through a communication line 11. Then, by a key of a switchboard ATTn8n, the COM4 retrieves relevant message information from the file F9, feeds through a node Nn3n of a LAN10 to a CRTn5n, the MR is decoded and projected on a CRT. An operator reads it and informs the contents thereof to a person of the TEL7.
