PURPOSE:To avoid a code error from being spread and to be hardly decoded by applying the exclusive OR operation of a plane sentence data to be sent to a bit string so as to send the data while being ciphered and setting the bit string to lots of different patterns. CONSTITUTION:A string converter T1 converts and output a string of serial input data t1 into a parallel input data t2 and outputs the clock of the parallel input data t2 as an input clock t3. A velocity conversion/ciphering device T2 applies the exclusive OR operation to a generated bit string and the data subjected to the velocity conversion to form a ciphered data, as a transmission data t4 and outputs it together with an output clock t5. A 160QAM modulator T3 uses an output clock t5 to convert the transmission data t4 into an IF signal t6 being a 16QAM modulation signal, and the IF signal t6 is sent as a transmission wave t8 via a radio transmitter T4 and an antenna T5.
