PURPOSE:To obtain the titled instrument whose structure is compact comparing with an electric dynamometer, and to improve the control response and the control establishment comparing with a water dynamometer by measuring a motive power characteristic of a device to be measured by the water dynamometer, and controlling a variation of a controlled variable of the water dynamometer by a small-sized electric dynamometer. CONSTITUTION:By a controlling circuit 11 of a water dynamometer 2, a deviation of a controlled variable which is set by a controlled variable setting device 3 and an actual controlled variable which is detected by a controlled variable detector 4 is calculated, and in accordance with it, the water dynamometer 2 is controlled. In this case, since a rotor stirs directly water, a controlled variable of the water dynamometer 2 is varied remarkably against a controlled variable of the setting device 3. Therefore, a variation quantity of the controlled variable of the dynamometer 2 is detected by a control circuit 9 of an electric dynamometer 7, and in accordance with it, the dynamometer 7 is controlled. In this case, even if a variation is generated in the controlled variable of the dynamometer 2, the control accuracy is held quickly by the dynamometer 7. In this way, a variation of the controlled variable of a quick response whose control by the dynamometer 2 is difficult is controlled by the small-sized dynamometer 7, therefore, a stable measuring accuracy like the dynamometer 7 is secured, and also the instrument can be constituted to a small size like the dynamometer 2.
