PURPOSE:To prevent generation of noise when privacy codes are coincident by sending a control signal representing the entrance to the privacy state prior to the transmission of a signal subject to scramble processing when the titled equipment enters the privacy state from the conventional talking state. CONSTITUTION:A privacy code is desitnated to a CPU 5 by a switch 16, a control signal 32 is outputted to a line in the timing shown in figure 30 and after the control signal 32 is outputted by starting a scramble circuit 2 at a proper timing, a voice signal subject to scramble processing from the 2nd frame is sent. Figure 31 shows the timing of the voice signal output. The control signal 32 applies no scramble processing. In receiving the control signal 32, the CPU 5 starts a de-scramble circuit at a proper timing to enter the privacy state without outputting noise.
