PURPOSE:To attain an appropriate digitization by finding the average value of partial picture data, finding a difference between the average value and a reference value, and adjusting an adjusting means so as to return the difference within a tolerance when the difference exceeds the tolerance. CONSTITUTION:The average value of the partial picture data is found, and a difference DELTAP between the average value and the reference value is found, and when the difference exceeds the tolerance, the adjusting means is adjusted so as to return the difference within the tolerance. And it is decided whether the DELTAP is within a tolerance + or -epsilon set in advance or not, and when the DELTAP is deviated from + or -epsilon, it is judged from which side, (+) or (-), it is deviated, and a threshold value for the conversion of a converter 5 is increased, and an adjustment in a direction to stay the DELTAP within + or -epsilon is performed. The adjustment is performed by supplying an adjusting signal from a CPU8 to the converter 5 through an I/010. Thereby, the appropriate digitization can be attained.
