PURPOSE:To prevent a diaphragm unit from being damaged naturally and artifically, by a method wherein the covering flexible diaphragm unit is formed with the cloth of organic fiber, wherein the cloth is coated with rubber or plastics, and wherein a flexible diaphragm unit excellent in cut-resisting property is set outside the covering unit. CONSTITUTION:The cloth of a fabric with organic fiber used for a flexible diaphragm unit 15 excellent in cut-resisting property is coated with rubber or plastics. Then, on a part oat least outside the flexible diaphragm unit of a covering unit 14, the flexible diaphragm unit 15 is set in one layer or in two layers or more. The yarns of the cloth are set to be the covered yarns of metallic fiber 11 entangled to the thrown silk of organic fiber, and are the yarns of the cloth sheet of the flexible diaphragm unit excellent in cut-resisting property. By this organization, the cut-resisting property of the covering unit of a weir unit is improved, and the flattening performance of the movable weir made of the flexible diaphragm can be kept.
