PURPOSE:To considerably improve the suitability of a hot rolled sheet to descaling after annealing by properly controlling conditions during the annealing of the sheet. CONSTITUTION:A silicon steel slab is hot rolled and the resulting hot rolled sheet is annealed, descaled and passed through conventional stages for manufacturing a silicon steel sheet to manufacture a silicon steel sheet. The stages include one or two cold rolling stages. When the hot rolled sheet is annealed, annealing is carried out in an atmosphere of combustion gas having <=1 fuel-air ratio in a temp. range in which the temp. of the sheet is >=400 deg.C.
