PURPOSE:To precisely and efficiently segment a character for recognizing a hand-written character, to speed up recognition and to improve a recognition ratio by providing a mark showing the left-hand position of the 1st character entry column on a slip and a mark showing the right-hand position of a final character entry column. CONSTITUTION:The slip 10 is provided with the mark 6 showing the left-hand position of the 1st character entry column before the 1st character entry column row 8 and the mark 7 showing the right-hand position of the final character entry column. An area mark detection part 1 detects the marks 6 and 7, and a calculation part 3 calculates and stores an interval denoting an effective area on the slip 10 and a character segment position information Xn. The character string pattern of the 1st line on the sip 10 is stored in a line buffer 2, and read out when the next character string pattern comes in. In synchronization with the reading, a segment part 4 segments the character string pattern in the buffer 2 at the position of the information Xn at every character, while a recognition part 5 extracts the feature of the pattern, and then collates it with a feature dictionary and recognizes the character.
