PURPOSE:To reduce a measuring error by inputting a velocity detector to detect the peripheral velocity of a roll and the detected peripheral velocity and rotational frequency synchronized with sampling times and operating the diameter of the roll and the peripheral length of the roll based on the input. CONSTITUTION:A winding measuring instrument is provided with a computing element 7c consisting of counters 7a and 7b to synchronize and input each detected signal (S) and (N) of the velocity detector 5 and a rotational-frequency detector 6 for every prescribed sampling period and a microcomputer to input outputs S' and N' of each counter and reduction ratio input (r) set by a reduction ratio setter and operate the peripheral length of the roll and the diameter of the roll and display these on an display device 7d and a recorder 9 as an arithmetic display device 7. Accordingly, the diameter of the roll and the peripheral length of the roll can be measured and recorded at the same time by connecting the recorder 9 to record and print a calculated value with the computing element 7c and moreover, the highly accurate instrument is obtained.
