PURPOSE:To eliminate a communication down and improve the throughput of communication, by sending a link setting command from the primary side and, when the secondary side link is established, returning an affirming response without treating overlapped link setting commands as errors. CONSTITUTION:A keyboard 1, display 2, etc., are connected with a communication controller 4 by means of an input-output interface 3. The entire communication controller 4 is controlled by a central processor 5. Transmitting and received data are temporarily stored in a storage device 6. One side of the communication controller is set as the primary side 11 and the other as the secondary side 12. When link setting is executed by the non-numbering frame transmission of a link setting request from the primary side 11 to the secondary side 12, an affirming response is returned even if the requesting frame of the same link setting arrives, if the secondary side 12 accepts the request and the link setting is completed or the link is already established.
