PURPOSE:To drive high inertial load by using a simple PLL phase detecting circuit at low cost by slowly starting and accelerating a motor by a starting and accelerating circuit. CONSTITUTION:Output signals from an oscillating circuit 1 and a rotary encoder 5 are inputted to a PLL phase detecting circuit 3 through waveform shaping circuits 2, 6, and the circuit 3 compares the phase of both input signals and transmits a control signal over a drive switching circuit 4 or a braking switching circuit 7. With a motor M, one end 5b is connected to the drive switching circuit 4 and the braking switching circuit 7 and the other end 5c to a starting switching circuit 8. A starting and accelerating circuit 9 transmits a pulse signal having width proportional to the time over the starting switching circuit 8 when a starting switch S is closed. Accordingly, when the motor M is accelerated and the time T corresponding to load L passes, the starting switching circuit 8 is turned ON completely.
