PURPOSE:To enable the surface of a base body to be processed without formation of oxide film by providing a means to shoot rigid balls upward for hitting the base body with the rigid balls from a definite distance, while, covering the base body surface with a liquid containing polybutene. CONSTITUTION:A base body 1 is mounted on a rotary axis 2 which is located at a definite position in a system and is kept to rotate. While, a surface covering liquid (for example: polybutene trichloroethane and liquid) is introduced into a reservoir tank 5 through a feed pipe 51, and this liquid is introduced by a pump means P to an injection pipe 3 and is injected to the surface of the base body 1 through an injection hole 31 and a liquid film of the surface covering liquid is formed covering the entire surface of the base body. Then, an impeller 91 is rotated to shoot upward the rigid balls 12 in a vessel 8 by the impeller 91, so that said balls may hit the surface of the base body 1 to process the surface of the base body 1 under such a condition as being shut out from the ambient air without formation of oxide film.
