PURPOSE:To respond to a set value at a high speed so as to reduce an overshoot by inputting an output of an optimum output measuring instrument to a PID operation output device, at the time point for switching from an open loop to a feedback loop. CONSTITUTION:At the time of t=0, a switch 14 is connected to a side 11, and an output of a power setting device 10 is applied to a load element 3. A comparator 13 detects a time point which becomes Tm>=ts' (Tm is a measured value) first from t=0 against a value Ts' which has been preset to its inside, the switch is switched to a side 6 at that time point, and a PID control is executed by a setting device 1 for generating a set value Ts, and a PID operation output device 2. An optimum output measuring instrument 17 outputs the maximum manipulated variable of a device to the output 11 of the power setting device 10, and in the first stage of a response, in which the switch 14 is connected to the side 11, an optimum initial output value P(0) of the time point (the time point for switching the switch 14 to the side 6) for starting a feedback control is calculated automatically, and set to the PID operation output device 2.
