PURPOSE:To slow the delivery speed of air by providing a tightly closed container containing a 1st liquid the level of which varies with the inflow and outflow of the liquid with a breather vessel containing a 2nd liquid of a specified quantity and incapable of mixing with the 1st liquid, with the breather vessel fixed to the container. CONSTITUTION:When a hydraulic control device is actuated, a 1st liquid 103 is discharged through an inflow pipe 102 into a tightly closed container 101 to raise the liquid level rapidly. Air in a plenum space 104 is compressed to press down the level of a 2nd liquid 122 preset in a pipe 124 and a vent pipe 125 of an air breather 120. When the level of the 2nd liquid is pressed down to the opening which has been below the level of the 2nd liquid 122 in the vent pipe 125, compressed air is delivered through the opening into the atmosphere. Until then, the plenum space 104 serves as a damper throttled with the vent pipe 125.
