PURPOSE:To enable power with low head to be generated by coupling the input shaft of a speed-increasing apparatus to the spindle of a water turbine while coupling the driving shaft of generator to the output shaft for constituting a turbine generator and then juxtaposing a plurality of such turbine generators. CONSTITUTION:A concrete base 5 is placed on the sea base 10 in lateral direction and concrete bases 4 for generators are projected laterally on said base 5 with predetermined interval. Then the spindle 8 of a water turbine W positioned above the water face 11 is installed on the concrete base 4 and the driving shaft of generator 2 is coupled to the end section of said water turbine 8 through a speed-increasing apparatus I. The power generated from turbine generators G installed on respective bases 4 is combined together and transmitted through the wires.
