PURPOSE:To produce a finely powdered, rubbery chlorinated polyolefin having good kneadability, desirable stability and excellent properties, by chlorinating a powdered polyolefin in an aqueous suspension in the presence of a specified dispersant. CONSTITUTION:In chlorinating a powdered polyolefin (e.g., PE or PP) in an aqueous suspension, a combination of any one selected from among an acrylic acid (ester) (co)polymer and alkali metal salts or ammonium salts thereof with a sulfonic acid group-containing styrene polymer having an anionic activity (e.g., copolymer of styrene with sodium styrenesulfonate) is used as a dispersant. By using the above dispersant, fine particulate, rubbery chlorinated polyolefin containing no coarse lumpy chlorination product can be stably obtained.
