PURPOSE:To make it unnecessary to always transmit a pair of a traffic observation item or the like and traffic data to a control station by forming lists for traffic observation items specified from a self-exchange and the outside of the station and their observation sections and storing the lists as template data. CONSTITUTION:A template control table is stored in an MM 14 in addition to a traffic data collecting program in the control station and a traffic data collecting program for exchanges is stored in an MM 24 in addition to an exchange processing program. When information such as items for collecting traffic data and their sections is applied from a teletypewriter (TTY) 26 or the control station (TRFC) 1 to an exchange (EX) 2, a central control unit (CC) 21 forms the template data in a main memory (MM) 24 in accordance with said specification and sends a change information to the TRFC 1 through a MODEM 23. The EX 2 stores the traffic volume in the template data in accordance with the specified section and transmits only the data to the TRFC 1 through the MODEM 23 in the order of the contents of the template data in a specified period, e.g. every hour.
