PURPOSE:To optionally set up general broadcasting from a center by forming plural data and independent pointers in a ROM and a rewritable EAROM independent of the ROM and rewriting a pointer in the EAROM on the basis of data outputted from the center. CONSTITUTION:At least plural frequency data and independent pointers corresponding to respective frequency levels are stored in the ROM 6. One of the pointers included in the ROM 6 is stored in the EAROM 10 and the pointer in the EAROM 10 can be rewritten on the basis of data outputted from the center. If a subscriber requests an uncontracted channel through an operation part 8 in said constitution, a terminal control device 5 compares the input data with an address in a data signal to decide the unpermission of looking and listening. Then the terminal control part 5 reads a frequency data table stored in the ROM 6 and makes an RF converter 3 tune general free broadcasting on the basis of the frequency data.
