PURPOSE:To forma developed image having a high image density by specifying the moving and circulating speed in the surface region of a magnetic particle moving layer formed by the magnetic particles moving around the surface of a developer carrying body in the direction where the developer carrying body moves. CONSTITUTION:The moving and circulating speed in the surface region of the magnetic particle moving layer formed by the magnetic particles moving around the surface of the developer carrying body 22, which moves in a developing vessel 21 contg. toner particles 28 and magnetic particles 27 mixed with each other as a developer, in the direction where the developer carrying body moves is specified to the circulating speed within the range of >=0.5%-<=20% of the peripheral speed of the developer carrying body in the developing vessel. Ground fogging arises and the triboelectricity of the toner is upped and made uniform to generate the uneven image densities if the above-mentioned speed is larger by 205 than the speed of the carrying body in the developing vessel. The amt. of the toner to be taken is similarly made uniform and the toner conveying power of the magnetic particles decreases if the speed is smaller than 0.5%.
