PURPOSE:To reduce the power consumption by providing a NOR gate or a NAND gate whose 1st terminal is used as one input, whose 3rd terminal is used for other input and whose output is connected to the 2nd terminal. CONSTITUTION:In fixing a terminal C to an L level, a NOR gate 2 acts like an inverter and the oscillation circuit is constituted by an external vibrator and a feedback resistor 1, the oscillation output is outputted to a terminal E via an inverter 3 and outputted to a terminal F via an AND gate 5 and an OR gate 7. In fixing the terminal C to an H level, the output of the gate 2 is always at an L level and the oscillation is stopped. Thus, in using a signal to a terminal D from an external circuit, the terminal C is brought into an H level, then the operation of the internal oscillation circuit is stopped, and the power consumption is reduced by a current flowing to the internal oscillation circuit, the inverter 3 to the terminal E and the load connected to the terminal E.
