PURPOSE:To enable a driving unit to be compensated for its capacity shortage, by activating a starting turbine as a power turbine when the driving unit runs short in its capacity. CONSTITUTION:Both a starting turbine 15 and a compressor 9 are joined with each other by a torque converter 17. A second-step nozzle 12 which performs power distribution is disposed between a high pressure turbine 11 and a low pressure turbine 13. The most throttled status of the second-step nozzle 12 is detected and if more power is required, a starting turbine flow control valve 14 is controlled as to have the starting turbine 15 operated as a power turbine. Then, a driving unit can be compensated for, its capacity shortage.
