PURPOSE:To form a siphon path of a simple structure in which outer shells are set at an interval on the upper periphery of a dam, the lower ends of the front and back sides of the outer shells are positioned under water surface, and an air supply and discharging device is provided for the outer shells. CONSTITUTION:A dam 1 is provided at right angle to river or water channel, and outer shells 3, 4, and 5 are set at an interval on the upper periphery of the dam 1. The lower ends of the front and back sides 3 and 5 of the outer shell are positioned under water surface, and a siphon path (a) is formed on the periphery of the dam 1. Air supply and discharge devices 8-12 for the path (a) are attached to the outer shells 4. In allowing water to overflow, a valve 12 is opened to discharge air from an exhaust pipe 11, thereby producing a siphon effect. Before the overflow is stopped, a valve 9 is opened and air is supplied from an air supply tube 8 to the path (a) to stop the siphon effect.
