PURPOSE:To generate an electromagnetic wave (millimeter wave) beam of large output, and transmit output waves to plasma so effectively as well as to make the focusable, by installing a reflector for deflecting a bean axis of the electromagnetic wave beam propagating an optical system. CONSTITUTION:This device consists of a magnetic coil 2 forming a magnetic field to guide an electron beam 7 to a magnetron type electron gun emitting a hollow electron beam 7, circular mirrors 3 and 4 constituting a quasi-optical resonator for converting electron turning energy into electromagnetic wave energy, and plural circular mirrors 5 for transmitting the hollow electromagnetic wave beam 8 emitted out of a partial transmitting type mirror 4 up to nuclear fusion plasma 10. The electromagnetic wave beam 7 is made incident in a reflector 6 to deflect a beam axis, and the energy of the electron beam 7 hit to the reflector 6 is recovered.
