PURPOSE:To ensure a double safety function without causing biting by connecting each of two check valves, arranged in two fluid chambers to check the flow to the outlet port, to another fluid chamber other than the relevant one so as to receive an opening dynamic pressure. CONSTITUTION:Now, considering the case where the first valve stem 17 is not operated, but the second valve stem 20 is operated, since the first fluid chamber 8 is cut off from a supply chamber 5 and is communicated with an exhaust chamber 10, the second check valve 38 closes the opening part 7 by the fluid pressure in the second fluid chamber 9 communicated with the supply chamber 5. Accordingly, the fluid in the second chamber 9 is not supplied to an exhaust port 3. Since the first check valve 34 releases the opening part 6 by the pilot pressure from the second fluid chamber 9, the fluid for an actuator is discharged via an opening part 6. The same is the case where only the second valve stem is put into a nonoperating condition.
