PURPOSE:To grasp a status regarding the whole of a conference room at each point by a slave picture by displaying a place other than a requested picture with a slave picture within the same screen as the requested picture by a request from a terminal. CONSTITUTION:Video signals inputted to video signal input terminals 1a-1d are accumulated at corresponding video memories 3a-3d respectively, and the phases of output video signals are coincided by reading them simultaneously with the same clocks. The video signals are inputted to video signal processing circuits 5a-5d, and at the circuits, signals having forms requested from each television conference terminal are outputted to video signal output terminals 6a-6d according to instructions from picture selection instruction circuits 4a-4d. Thereby, the requested picture can be watched in a large dimension and also, the picture other than the above can be displayed as the slave picture within the same screen.
