PURPOSE:To apply the frequency control at the transmission side by obtaining a difference between a frequency of a received pilot signal and frequency of an E pilot signal based on a signal sent fro its own station and received by its own station or a frequency of a pilot signal obtained from an earth station reference frequency signal. CONSTITUTION:A transmission data is modulated by a modulator-demodulator 10 in case of the transmission, the frequency is changed by a transmission frequency controller 100 through a synthesizer 70 and inputted to an up converter 130. In case of the reception, the reception data subject to frequency conversion by a down-converter 210 passes through a reception frequency controller 250 and is divided into each modulator-demodulator in the modulator- demodulator 10 by a branching device 270. A frequency deviation detector 350 uses a difference between the frequency of the received pilot signal and the frequency of the pilot signal obtained from a signal sent from its own station and received by its own station to supply a signal 100 relating to the change in the transmission frequency to a transmission frequency controller 100.
